The correct answer is B.
It only takes 30V of ESD to damage low-voltage CMOS components. ESD cannot be felt by humans until approximately 300V. It cannot be seen by the naked eye in normal light until about 3,000V. By the time ESD can be detected, sensitive electronic circuitry can already be destroyed.
