If you use within the AAA authentication method enable and/or local and the end of the method list, this allows for the device to authenticate the user based on local configured parameters. The enable keyword allows the use of the enable password or enable secret password. The local keyword allows the use of locally configured username and password on the router. This would be at the end of the list of methods and only would be used if the preceding methods are not accessible.
