For IPv4, security is riding on top of IPv4 and can also include protocols running above lLyer 4. With IPv6, the security is handled by using extensions to the IPv6 header. Since the extensions are considered to still be part of the IPv6 header(s), then all of the security is considered to be at Layer 3.
